Purpose of the Role

Lead the control, delivery, and monitoring of the Council's property capital program.
Personally manage high-profile key projects for the Authority.
Evaluate, appoint, and manage teams of external consultants, contractors, officers, and specialists involved in the projects.
Have day-to-day managerial and operational responsibilities for multi-disciplinary teams within Property & Regeneration.
Ensure all works are managed to the highest professional standards and align with the Council's objectives.
Ensure compliance with corporate and legislative requirements regarding procurement, construction, and health & safety.
Possess extensive knowledge of all construction and design disciplines and be familiar with a wide range of specialist functions involved in major projects.
Ensure effective procedures are in place to monitor and control cost, time, and quality.
Ensure projects are delivered in accordance with the Project Management and Quality procedures adopted by the Section and Council.Duties and Responsibilities

Select, motivate, and manage teams of officers, consultants, companies, and organizations to ensure successful project management and delivery that meets client requirements and aspirations.
Lead on whole project life cycles, including brief development, client objectives analysis, feasibility studies, project scope, preparation of project fee estimates, and establishment of project budgets and programs.
Possess extensive knowledge of diverse project-related disciplines and have the ability to integrate and coordinate them for positive outcomes, sometimes taking full responsibility for specific disciplines, particularly in design, cost control, and site management.
Manage and advise on selecting appropriate contract forms for different project types and advise on the most suitable tendering forms.
Supervise and manage tender submissions for consultants and contractors, including quality and financial submissions.
Negotiate and agree on terms and conditions of engagement for consultants and contractors.
Play a fundamental role in Welsh Government funding applications, including providing cost reports, project programs, fee proposals, and risk analysis models.
Manage change effectively and ensure proper control and reporting of changes.
Be an excellent communicator, extensively communicating with other departments such as clients, external consultants and agencies, statutory authorities, Planning, Building Regulations, Environmental Health, Health & Safety, etc.
Ensure effective delivery of all activities related to the capital building programs and effective planning, programming, and completion of projects.
Regularly provide technical advice throughout the Directorate and Authority, advising Project Teams on diverse specialist subjects and issues.
Ensure effective communication and control of information between all team members and adherence to all reporting procedures.
Provide Clerk of Works/NEC3 Supervisor duties when required to ensure compliance with relevant procedures, including inspecting and managing defects, reporting on quality issues, and ensuring rectification, and conducting snagging inspections during contractual defects liability and latent defects periods.
Lead the development of new initiatives as directed by the Architectural Design & Project Management Manager and Project Director.
Comply with the Health & Safety at Work Act and CDM Regulations, ensuring Directorate compliance.
Perform Client and Principal Designer roles under the CDM Regulations.
Recommend improvements and modifications in technical or management systems.
Provide advice to the Council's Legal and Insurance Sections on investigations following construction on-site accidents and attend legal proceedings as an expert witness if required.
Ensure capital programs are resourced to meet stakeholder requirements.
Provide consultancy procurement advice across the Council.
Lead direct contract negotiations with contractors when competitive tendering is impractical.
Lead negotiations for fee settlements with external consultants.
Compile bespoke contract documentation to meet the unique needs of individual clients.
Provide comprehensive cost advice on project and contract management throughout contracts and commissions.
Lead the management and negotiation of contractual claims made by contractors.
Offer professional advice on the content and presentation of cost feasibility estimates.
Design Access Statements and Heritage Statements for planning applications.
Authorize Job Requisition Work Orders for revenue-funded non-housing maintenance projects.
Liaise with the Health & Safety Executive (HSE), including programming and procuring urgent works to comply with HSE directives.
Liaise and negotiate with Receivers/Administrators to safeguard the Council's position in cases of contractor insolvency.
Assist in the financial control of the Directorate and participate in its administration, including writing reports and attending meetings as requested by the Director, Head of Property & Regeneration, or Architectural Design & Project Management Manager
